94 discovery no power/miss fire

have this rover on my hands(3.9L V8) that will runn good with the massair unpluged, have tried 2 diffrent MAFs and still the sme thing (MAF signal is 1.6Volts @800rpm) Also the 5v ref voltege on the MAF drops when you plug it up to the MAF is this normal?
BTW: car has new cap, roter, plugs, and wires.
